CDBG Background

The Community Development Block Grant (CDBG) program provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs at the Department of Housing and Urban Development (HUD). The CDBG program provides annual grants on a formula basis to 1209 general units of local government and States.

City of Roswell CDBG Program

The City of Roswell currently qualifies as a CDBG entitlement community. Entitlement communities develop their own programs and funding priorities and give maximum feasible priority to activities that benefit low and moderate income persons. HUD awards annual grants to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.

HUD determines the amount of each entitlement grant by a statutory dual formula which uses several objective measures of community needs, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas. To maintain these awards, HUD requires its CDBG entitlement grantees to submit a Five-Year Consolidated Plan (also known as a Con Plan), an Annual Action Plan (AAP), a Consolidated Annual Performance Evaluation Report (CAPER), an Analysis to Impediments to Fair Housing Choice Plan (AI), and a Citizen Participation Plan (CPP). Public Notice

The City of Roswell will solicit comments on its 2026 Annual Action Plan at a Public Hearing held from 9:00 to 10:30 a.m. on Wednesday, June 3, 2026 at the following location: City of Roswell, 38 Hill St, Council Chambers, Roswell, GA 30075. This Notice will commence the City’s 30-day public comment period beginning on Wednesday, May 13, 2026 and ending on Monday, June 15, 2026.

The City of Roswell will submit its 2026 Annual Action Plan with list of projects funded with 2026 Community Development Block Grant (CDBG) program allocations to the Department of Housing and Urban Development (HUD) on or before June 30, 2026. The City of Roswell was allocated $443,594.00 in CDBG funding for FY2026. Proposed funding allocations for the City’s 2026 CDBG Program is listed below.

Draft copies of the 2026 Annual Action Plan will be available for examination and comment by the public here on the City’s website and will be available for examination and comment by the public during the public hearing scheduled Wednesday, June 3, 2026 at 9:00 a.m. The required public review ends Monday, June 15, 2026. The City will receive written comments until 5:00 p.m. on Monday, June 15, 2026.

No displacement will occur as a result of the activities described herein. Should displacement occur, the City of Roswell implements the provisions as required by CFR 570.606 (Residential Anti-Displacement and Relocation Assistance).
