Request for Proposal

City of Roswell Police Department Gap Analysis

RFP # 18-207-G

The City of Roswell is accepting sealed proposals to perform a City of Roswell Police Department Gap Analysis. Generally, the selected firm shall complete a thorough top down gap analysis of the Roswell Police Department through the lens of the Final Report of the President's Task Force on 21st Century Policing (May 2015). The analysis should address where we are now as a department, where we need to be, and what needs to happen to get there.

Sealed Proposals will be received no later than August 17, 2018 at 2:00 PM at the City of Roswell Purchasing Division, Roswell City Hall, 38 Hill Street, Suite 130, Roswell, Georgia 30075. Proposals received after the above date and time, or in any location other than the Purchasing Division, will not be considered. Offerors names will be opened and publicly read aloud at 3:00 PM in the Roswell City Hall City Council Chambers.

There will be no offerors conference/pre-bid meeting.

The City of Roswell reserves the right to reject any or all offers, to award a contract in the best interest of the City and to waive technicalities and informalities.

Vendor Self Service

Vendor Self Service allows vendors to view Purchase Orders, 1099 forms, Invoices, and Checks. Vendors can also maintain their contact and remittance information as well as discount and payment terms, contact persons, and a listing of commodity codes that represent the goods and services they offer.

Registering as a supplier is a requirement for issuance of purchase orders and subsequent payment.

Note: City of Roswell Staff will review the submitted information (including the submission of a valid W-9). Once the information has been validated, the Vendor will be added to the list of approved City vendors.

Bid Notifications

In order to receive notices for formal solicitations ($25,000+ for professional services; $75,000+ for other goods and services), suppliers have two options:

Option #1: Register with the Georgia Procurement Registry (GPR)

  • Once registered with the GPR, suppliers will receive notifications targeted by industry. The City of Roswell posts all formal solicitations on the GPR.
  • This option is recommended as it notifies suppliers only for relevant solicitations, and automatically notifies potential bidders about posted addenda.

  • This option notifies suppliers of all postings (regardless of potential relevance to the contractor) and provides notice of the initial posting only.
  • e-notifications direct interested parties to the GPR posting.
