Roswell Riverwalk Trail Connection Phase IV

The City of Roswell is accepting sealed bids from qualified contractors for the Roswell RiverWalk Trail Connection Phase IV (CSTEE-0009-00(057) P10009057). This is a federal aid project. Sealed bids will be received no later than Friday, September 29, 2017 at 11:00 AM EST at the City of Roswell Purchasing Division, Roswell City Hall, 38 Hill Street, Suite 130, Roswell, Georgia 30075. Bids received after the above date and time, or in any other location other than the Purchasing Division, will not be considered. Bids will be opened and publically read aloud at 2:30 PM.

There will be a pre-bid conference on Wednesday, September 13, 2017 at 10:00 AM. This conference will be held in Council Chambers, Roswell City Hall, 38 Hill Street, Roswell, Georgia 30075. Attendance is not required, but is highly recommended.

The City of Roswell is accepting bids for the furnishing of all materials, labor, and equipment for the completion of the RiverWalk Trail Connection Phase IV along Willeo Road from Willeo Park to the Chattahoochee Nature Center. This project will add a 12-foot multi-use paved trail and a 12’ boardwalk trail. The work shall include traffic control, grading, paving, and erosion control, and other items that may be related to the project work.

The GDOT Standard Specifications Construction of Transportation Systems, 2013 Edition, GDOT Supplemental Specifications Book, 2016 Edition, and applicable special provisions and supplemental specifications described within this bid package apply to the contract.

The City of Roswell has the right to reject any one or all bids. Bidders submitting a bid of $2,000,000 or less must be either a prequalified contractor or a registered subcontractor with GDOT. Bidders submitting bids in excess of $2,000,000 must be prequalified with GDOT.

The City of Roswell in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The DBE goal for this project is 12%.

The amount of the required Bid Bond is 5% of the project. Performance and Payment Bonds are required as per GDOT specification 103.05. The Performance Bond to be 100% of the contract amount, and the Payment Bond to be 110% of the contract amount. The construction time period of the contract is one (1) year (365 calendar days) following the Notice to Proceed with Construction from the City of Roswell to the contractor. Except in rare cases, a bid may not be corrected, withdrawn, or canceled by the bidder for a 120-day period following the deadline for bid submission.
