The City of Roswell is conducting a major transportation study in the area of the Holcomb Bridge Road (SR 140) at SR 400 interchange. The transportation study will focus on addressing congestion, tying land use and transportation together, and aesthetic improvements. The study will result in a cohesive conceptual improvement plan along the HBR corridor which may be implemented in phases to address both short- and long-term needs.

The study corridor consists of 1.5 miles of Holcomb Bridge Road (SR 140) from Warsaw Road to Holcomb Woods Parkway, including the SR 400 interchange. (
View the study area) The primary goal of this project is to develop viable, multimodal, and cost-effective short- and long-range solutions that meet the following criteria:
- Consistent with City’s transportation vision and goals
- Addresses public concerns
- Potential to address the existing and future mobility and safety needs of this corridor
- Aesthetically pleasing
- Sensitive to current and future land use and economic development opportunities
- Provides better access and circulation within and between interchange quadrants
This study will involve several tasks, including public involvement, land use and economic analysis, traffic projections, alternative analysis, aesthetic improvements, and developing a master plan that identifies a list of preferred short- and long-term improvements with conceptual schematics and cost information and will last for approximately 12 months.
The study will build upon work performed in the city's Comprehensive Plan, Imagine Roswell 2030 (currently in draft form), as well as previous transportation studies. Imagine Roswell 2030 focused on land use and development within the study area, which will allow the HBR Corridor Study to ficus on transportation. The recommendations from the Imagine Roswell 2030 will serve as the starting point for the HBR Corridor Study with further refinement taking place throughout study development. The Holcomb Bridge Road Corridor Study will be coordinated with the ongoing Roswell Economic Development Plan, so that future development anticipated along the corridor will be considered in developing transportation solutions.

Holcomb Bridge Road (SR 140) has been identified as one of the most congested corridors in the region by the leading transportation agencies in the region; however it also serves as the Gateway to the City from SR 400. Holcomb Bridge Road is the first regionally significant east-west connection north of I-285 with a connection to SR 400, serving both regional through traffic and local traffic. This important transportation study will serve multiple transportation purposes, connect Roswell to SR 400, and provide access to local businesses and residents.
This study will focus on addressing traffic congestion, balancing land use and transportation investments, and aesthetic improvements in the corridor. Transportation improvement concepts, access and circulation improvements, interchange beautification and streetscape concepts will be developed as part of this study in an effort to meet the City’s and community’s objectives for this specific area.

The study process consists of a series of tasks to develop a master plan for the Holcomb Bridge Road (SR 140) corridor. These tasks include:
Develop Vision, Goals, and Evaluation Criteria
This task will develop a vision that will reflect the needs and desires for all users along the corridor. This task includes coordination with community and business stakeholder groups, technical stakeholder groups, and the public. The vision will also include goals and performance measures to determine how well the alternatives developed meet the goals. Once developed, the vision will help guide decisions regarding the project.
Land Use and Economic Analysis Coordination
This task will examine current land uses, planning studies, and redevelopment opportunities in the corridor with the goal being to provide land use recommendations that supports coordination with transportation planning efforts in the corridor, emphasizes the redevelopment of underutilized or vacant property in the corridor, and complements established surrounding residential and commercial land uses. The land use recommendations will be incorporated with the transportation analysis in development of the master plan.
Transportation and Traffic Analysis
This task will include traffic projections and analysis. Short-term and long-range improvements will be identified, including operational improvements, new roadway connections, and major capacity improvements.
Short- and Long- Range Alternatives Development
This task includes developing a list of alternatives for short- and long- term improvements. The list of alternatives will then be screened using a fatal flaw analysis and technical evaluation that considers criteria such as costs, utility conflicts, environmental impact, constructability, and construction staging feasibility. This task will also include detailed traffic operational analyses, conceptual schematics, and cost estimates.
A master plan will be developed that will include the needs for the corridor and a prioritized list of short- and long- term recommendations. Public Involvement will occur throughout the process through the Technical Advisory Committee and Focus Group Committee meetings, public meetings and the project website. There will be three public meetings throughout the project.
