What is Roswell’s Unified Development Code (UDC)?
When Roswell’s 2030 Comprehensive Plan was adopted in October 2011, the City identified what it wanted for Roswell’s future—for it to be a community of choice to live, work and visit. The 2030 Comprehensive plan calls for revitalizing areas in decline, providing additional housing options, and reconciling conflicting rules to attract quality projects.
It was obvious that certain planning and zoning ordinance issues needed to be addressed to help make the City’s vision a reality. The answer was the development of a Unified Development Code (UDC)--a single ("unified") tool that addresses contemporary development and zoning practices in a format that is consistent and easily understood by administrators, developers, and community members.
The project was started in May 2012; the anticipated effective date of the UDC is January 1, 2014. The process has involved a critique of the existing zoning code and incorporation of the Imagine Roswell 2030 Comprehensive Plan and the Economic Development Strategic Plan, and will result in a new “unified” zoning document and a new map.
The UDC process has been handled in four sections, called modules:
Module 1: Residential Districts, Civic and Open Space Districts, Use Provisions
Module 2: Corridor and Node Districts, Downtown Districts, Employment Districts, Overlay Districts and Use Provisions
Module 3: General Standards (parking, lighting, landscaping, signage, tree and environmental protection)
Module 4: Streets and Subdivisions, Administrative and Policy Procedures, and Definitions
