The City of Roswell is accepting sealed proposals from an Energy and Emergency Management Planning firm to assist the City of Roswell in the development of a plan for a Local Energy Assurance Program (LEAP) initiative. The consultant will provide all services based on the project approach outlined in the Request for Proposal document.

Sealed proposals will be received no later than Thursday, August 12, 2010 at 2:00 PM at the City of Roswell Purchasing Division, Roswell City Hall, 38 Hill Street Suite 130, Roswell, Georgia 30075, at which time the names of the Offerors will be publicly read aloud. Proposals received after the above date and time, or in any location other than the Purchasing Division, will not be considered.
There will be an Offerors conference Friday, July 30, 2010 at 10:00 AM. This conference will be held in room 220 of Roswell City Hall, 38 Hill Street, Roswell, GA. 30075. Attendance at the Offerors Conference is MANDATORY!

The City of Roswell reserves the right to reject any or all proposals and to waive technicalities and informalities.
Contractors and sub-contractors should note that this project is being funded in whole by the American Recovery and Reinvestment Act (ARRA) of 2009. As such, the resulting contractor and subcontractors will be required to meet all ARRA federal requirements. These requirements include: tracking and reporting to the City of Roswell the number of full and part time jobs created and retained, obtaining a Data Universal Numbering System (DUNS) number and maintaining an active registration in the Central Contractor Registry (CCR), and providing certified documentation on the use of prevailing wages as required by the Davis-Bacon Act. The successful vendor (as prime or general contractor) shall be responsible for the full compliance of all contractors, subcontractors and any lower-tier subcontractors with the labor standards provisions applicable to this project.
